I get your people point, which is addressed in the actual principles themselves. It’s why some of them deal with stakeholders, users, consumers, audience, … whatever you want to call them.
As far as what I think you’re referring to is concerned, that would be covered off by change management at the program and project levels, which is outside the purview of the PHIGs.
